When is my payment due?

Sewer service bills are prepared on the first business day of each month and are due by the 25th day of the same month (due the 23rd day in February).

Late Charges

  • Unpaid balances are assessed a $2 late charge on the next monthly billing date.

  • Unpaid balances are assessed a $2 late charge and a $15 administrative charge on the second subsequent monthly bill date.

  • Beginning November 1, 2011 (see below), past due accounts not paid by the 25th day of the second subsequent monthly bill date are subject to disconnection procedures. A $30 lien fee and a $350 disconnect/reconnect fee are assessed. A $250 abatement of the termination/reconnection fee will occur if the property has an installed disconnect valve.

Collection Policy Change

Effective November 1, 2011

 

Past due accounts not paid by the 25th day of the second subsequent monthly bill date will be liened and scheduled for termination on the 26th or the next non-holiday business day after the 26th.

 

EXAMPLE:  If your original payment is due on January 25th, you must make that payment no later than March 25th to avoid termination on March 26th.

 

This policy change was approved by the Boxelder Sanitation District Board of Directors on September 20, 2011

How does Boxelder bill for wastewater discharges?

 

The information and rate schedules presented below are courtesy information only. Individual customers should verify with the district that the terms are valid.

 

Sewer service bills are prepared on the first business day of each month for service already provided through the end of the previous month. The monthly billing consists of the facility (base) charge, plus a surcharge per 1000 gallons of water consumption over the flow allowance. Commercial and industrial customers are assessed for administration of the Industrial Pretreatment Program and may also be assessed for additional charges dependent on their industry.

 

Boxelder obtains water consumption readings from its customer's water service provider.  When water meter readings apply, the water consumption total from the water meter reading taken during the previous month is used to calculate the sewer service charges for the current billing.  The service period is not strictly aligned with the billing cycle.  An example: For the service period December 1 through December 31, Boxelder uses the water consumption total from the water meter reading ending in mid-December (for most customers between the 10th and the 15th of the month).  The bill for the December service period would be generated on the first business day of January.

 

Residential Billing

Single family homes (and equivalent units such as 1 unit of a duplex) are billed according to the season. For the three month "Winter Average" period of December, January and February, the District uses the actual monthly water consumption readings from the water provider.  At the end of the "Winter Average" period, the monthly consumption for the three month period is averaged and used to calculate a flat rate for the "Summer Schedule". The "Summer Schedule" flat rate avoids charging customers for water that is not discharged to the sewer system, such as landscape watering.

 

Residential rates for 2012:

  • The facility (base) charge is $29.58.

  • The surcharge rate is $3.16 per 1000 gallons over the flow allowance.

  • The monthly flow allowance is 3,000 gallons. 

To estimate your bill for the Winter Averaging months using the 2012 rates, start by looking at the Consumption on your January bill. If your consumption is over 3,000 gallons:

  1. Subtract the flow allowance (3,000 gallons) from the consumption total.

  2. Divide the remaining total by 1000.

  3. Multiply the result by $3.16. This will be the amount of the flow surcharge.

Example:

  1. Consumption of 7,000 minus 3,000 gallon flow allowance = 4,000

  2. Divide by 1000 = 4

  3. Multiply the result by surcharge rate to determine the flow surcharge. ($3.16 X 4) = $12.64 flow surcharge

Sewer service charges using the above flow surcharge would be:

 

Facility charge $29.58 + flow surcharge $12.64 = $42.22

 

 

Commercial and Industrial Billing

Monthly sewer service charges for non-residential (commercial and industrial) customers are dependent on the use of the building. There are two types of non-residential users:

  • SMSU   - Buildings with a Single (water) Meter and a Single User (owner or tenant)

  • SMMU - Buildings with a Single (water) Meter and Multiple Users (owners and/or       tenants)                                                                                                 

The charts below show the rates used to calculate monthly charges for 2011 and 2012 for each type of non-residential building. Some users will have additional surcharges dependent on their industry and should refer to the Cost and Charges sheet. Contact the pretreatment department for more information.

 

Non-residential customers are metered all year (no summer flat rate), but may qualify to participate in Boxelder's Irrigation Meter Program for non-wastewater flows.

 

SMSU

The charge for SMSUs are dependent upon the size of the water meter serving the building.  All SMSUs are subject to the Industrial Pretreatment Program (IPP) Charge, independent of the water meter size.

For 2012, the owner of a four-unit building with 30,000 gallons of water consumption for the month would estimate the monthly sewer service charges as follows:

      $17.14  Facility charge

      $56.88  Flow surcharge (18 kgal over flow allowance of 12 kgal (3 kgal X 4 units) at

                         $3.16 per kgal)                                                                                                               

      $74.02  Total charges

 

Each tenant (or owner occupant) would have the following monthly charges:

 

      $19.40  Treatment/Industrial Pretreatment Program (IPP) charge

 

Total charges for the building would be:

 

      $74.02   Owner facility charge and flow surcharge

      $77.60   Tenant charges from each unit (4 X $19.40)

    $151.62   Total charges for the building

 

 

Irrigation Meter Program

From March 1 through November 30 non-residential customers may be eligible and benefit from participating in the Irrigation Meter Program for the measurement of the non-wastewater flows during this time period.  Facilities with a minimum of 1,000 sq. ft. of irrigated property, or non-discharge activities such as evaporative cooling systems may apply for an "irrigation" or sub-meter to measure non-discharge consumption.  If requested, Boxelder will provide one 5/8" x 3/4" irrigation meter per non-residential building for participants.

 

The following parameters apply to participation in the program:

  • Installation of the sub-meter is the customer's responsibility.

  • Boxelder staff must inspect the installation.  The water service provider may also require an inspection.

  • The serial number of the meter will be recorded and an initial read taken.

  • The user is responsible for self-reporting irrigation/non-discharge water meter readings monthly, prior to the 15th of the month (to coordinate with the reading from the water service provider) for the monthly credit adjustment.  District staff will take periodic meter readings.

  • No credit is given for metered irrigation use for the time period of December 1 through February 28.

  • The District provides the initial irrigation meter.  The user is responsible for maintenance and/or replacement of the meter thereafter.  It is advisable to protect the irrigation meter from freezing.

  • If a meter fails and needs to be replaced, the District will need to take the final read of the non-functioning meter and record the serial number and initial read of the new meter.  Contact the office before trading out a failed meter.
