How can I make a payment?

When is my payment due?

Sewer service bills are prepared on the first business day of each month and are due by the 25th day of the same month.

Late Charges

  • Unpaid balances are assessed a $2 late charge on the next billing date.

  • Unpaid balances are assessed a $2 late charge and a $15 administrative charge on the second subsequent bill date.

  • Service is terminated on the third subsequent bill date. A $30 lien fee and a $350 disconnect/reconnect fee are assessed. A $250 abatement of the termination/reconnection fee will occur if the property has an installed disconnect valve.

How does Boxelder bill for wastewater discharges?

 

Boxelder obtains potable water consumption readings from its customer's potable water provider. Sewer service bills are prepared on the first business day of each month for service already provided through the end of the previous month.  When water meter readings apply, the water consumption total from the water meter reading taken during the previous month is used to calculate the sewer service charges for the current billing.

 

An example: For the service period December 1 through December 31, Boxelder uses the water consumption total from water meter reading ending in mid-December (for most customers between the 10th and the 15th of the month).

 

Residential Billing

Single family homes (and equivalent units such as 1 unit of a duplex) are billed according to the season. For the three month "Winter Average" period of December, January and February, the District uses water consumption readings from the water provider.  At the end of the "Winter Average" period, the monthly consumption is averaged and used to calculate a flat rate for the "Summer Schedule". The "Summer Schedule" flat rate avoids charging customers for water that is not discharged to the sewer system, such as landscape watering.

 

The monthly billing consists of the facility (base) charge, plus a surcharge per 1000 gallons of water consumption over the flow allowance. The 2009 monthly flow allowance was 7000 gallons (for the bill sent out in early January 2010).  For 2010 the monthly flow allowance is 5000 gallons (for the February and March billing statements).

  • The facility (base) charge for 2010 is $31.77 (the same as 2009).

  • The surcharge rate for 2010 is $2.85 per 1000 gallons over the flow allowance (a 6.3% increase). 

To estimate your bill for February and March under the new rate structure, start by looking at the Consumption on your January bill. If your consumption is over 5,000 gallons:

  1. Subtract the flow allowance (5000 gallons) from the consumption total.

  2. Divide the remaining total by 1000.

  3. Multiply the result by $2.85. This will be the amount of the flow surcharge.

Example:

  1. Consumption of 7,000 minus 5,000 gallon flow allowance = 2,000

  2. Divide by 1000 = 2

  3. Multiply by surcharge rate ($2.85 X 2) = $5.70 flow surcharge

Sewer service charges using the above flow surcharge would be:

 

Facility charge $31.77 + flow surcharge $5.70 = $37.47

 

The average home in the district uses 4000 gallons of water for the winter months. Most residential customers are not expected to experience an increase in the monthly sewer service charges for 2010.

 

 

Commercial and Industrial Billing

Monthly sewer service charges for non-residential (commercial and industrial) customers are dependent on the use of the building. There are two types of non-residential users:

  • SMSU   - Buildings with a Single (water) Meter and a Single User (owner or tenant)

  • SMMU - Buildings with a Single (water) Meter and Multiple Users (owners and/or       tenants)                                                                                                 

The charts below show the rates used to calculate monthly charges** for 2009 and the first year of the 5 year implementation for each type of non-residential building.

For 2010, a typical SMSU account with a 0.625 water meter and water consumption of 10,000 gallons would estimate the February bill as follows:

 

     $31.77  Facility charge

     $11.40  Flow surcharge (4,000 gal. over flow allowance of 6,000 gal at $2.85 per 1000 gallons)

     $46.17  Total charges

 

Irrigation meters are available for non-wastewater flows.

For 2010, the owner of a four-unit building with 30,000 gallons of water consumption for the month would estimate the monthly sewer service charges as follows:

Irrigation Meters

Non-residential users may request one irrigation meter per non-residential building for the measurement of non-wastewater flows for the nine-month period of March through November.  When the customer reports the irrigation meter readings monthly, the wastewater billing is adjusted during this period for the metered non-wastewater flows.  Installation of the sub-meter is at the customer's expense. Contact the District if you want to participate in this program.
