2008 Costs and Charges - Routine Service Charges (PDF) Monthly Sewer Service Charge Effective January 1, 2008The monthly sewer service charge for our customers increased 6% as of January 1, 2008 (see table 1). The "basic" monthly billing rate for a 5/8 inch commercial water meter or a single family dwelling unit is now $31.77, which is an increase of $1.80. This puts our monthly charge in between the Town of Wellington and the City of Fort Collins monthly rates based on a consumption of 7,000 gallons per month. The increase is in response to two major items: increased operating costs and the need to accumulate capital reserves for anticipated capital improvements needed within the District. One of the major capital improvement components is the need to change the treatment process to remove nutrients, a removal not previously required of the District. The treatment process change will require either an upgrade or construction of a new treatment plant. The second major capital improvement is the remediation of sanitary sewer lines to reduce infiltration and inflow into the sanitary sewer lines. Reductions of infiltration and inflow increase the capacity of the treatment plant by reducing the quantity of wastewater reaching the treatment plant. Currently the District is debt free and is accumulating cash reserves in anticipation of this new construction. Continued growth within the District will help minimize future increases by allowing the District to spread operating and construction costs over more customers. New rates went into effect January 1, 2008 and the new billing rates were reflected on the February 1, 2008 billing, for services from January 1 through January 31, 2008.

1To reduce the potential speculative component to this phased approach, all WDR purchases are dedicated to specific parcels and are not transferable without District approval. The District retains sole authority to approve or deny transfers.
The SDCs are effective until further notice and are subject to review and change periodically by the Board of Directors. A standby WDR fee (currently $2.44/month) will be billed each month after purchase of the WDR until the water meter is set. After the water meter is set, then the District's applicable monthly sanitary sewer charge is billed.
The District used a consultant to formulate the new "SDC" charges. The consultant analyzed all aspects of the District's assets, current system capacity, projected capital costs for future system expansion and upgrading. The new charges are designed to ensure that both old and new customers pay their proportional share of the capital improvements.
The Boxelder Sanitation District Board of Directors and its professional staff are dedicated to ensuring that customers are provided quality sanitary sewer service while ensuring that the environment is protected. The District's long-range planning calls for improvements to comply with lower discharge concentration standards and their resulting new treatment processes not previously required. Among these improvements will be the upgrading to the current wastewater treatment facility or construction of a new treatment plant.
