Overview
This position involves functions focusing on routine operation and maintenance of the district’s sanitary sewer collection systems. This position requires a commercial driver’s license (CDL) to be obtained within 6 months of hire. The District has four (4) levels for its Collection Operators, with opportunities for advancement through experience, training, and certification progression.
Responsibilities
• Operate District fleet vehicles to travel throughout the service area to perform inspections, maintenance, repairs, and emergency response activities.
• Work in a team environment to maintain the District’s wastewater collection system, including monitoring, maintenance, and repair of infrastructure.
• Perform routine cleaning of sanitary sewer lines using high-velocity jetting and vacuum equipment; operate and maintain related equipment, including water trucks.
• Utilize CCTV/video inspection equipment to assess system conditions and assist with identifying maintenance and repair needs.
• Inspect, maintain, and repair collection system infrastructure, including lift stations, gravity sewer lines, force mains, manholes, and service connections.
• Perform utility locates and inspections of sewer service connections and related infrastructure.
• Operate and maintain a variety of tools and equipment, including pumps, motors, generators, compressors, electrical controls, and hand and power tools.
• Follow and promote safe work practices, including awareness of hazards such as hydrogen sulfide, methane, and confined space or explosive conditions.
• Assist with pretreatment program activities as needed, including sampling and inspections.
Qualifications
• High school diploma or GED equivalent
• Colorado commercial driver’s license (CDL) Level B or higher preferred; required within 6 months of hire date.
• Experience in wastewater or related field preferred; relevant experience required
• Ability to obtain and maintain a valid Colorado Collection System Operator Certificate 1 within 12 months of hire
• Ability to obtain and maintain a Colorado Wastewater System Operator Certificate Class D within 12 months of hire
• Ability and willingness to progress through certification levels within the Colorado Certified Water Professional (CCWP) program
• Ability to operate heavy equipment required to perform duties such as a jet truck and camera van
• Ability to read and interpret engineering construction drawings and specifications as required for sewer line construction inspection
• Ability to perform mathematical calculations related to job responsibilities
• Proficiency in computer applications including Microsoft Word, Excel, and operational software for alarms, flow monitoring, and related systems
• Knowledge of the principles and practices of wastewater collection system operations
Working Conditions
Work is performed in a team-oriented environment in both indoor and outdoor settings, during day and night conditions, year-round. This position typically works daytime hours, Monday through Friday, and requires participation in a rotating on-call schedule for emergencies and callouts. No overnight shifts are regularly scheduled. Work involves exposure to wastewater, odors, and potentially hazardous conditions, and includes entry into confined spaces in accordance with safety procedures.
Physical Demands
This position routinely involves manual labor, which may be physically strenuous at times. The employee must be able to lift up to 60 pounds on a regular basis and operate equipment necessary to perform job functions. The role also requires the ability to sit, stand, walk, climb, stoop, bend, and kneel. The employee must be able to safely perform confined space entry and wear the required personal protective equipment (PPE), which may include respirators, protective clothing, and other safety gear.

Position Overview
The District seeks a wastewater professional to serve as Operator in Responsible Charge (ORC) for its Level 2 collection system. The District anticipates filling this position at the managerial level; however, depending on qualifications and experience of applicants, the District may consider appointment at a different level or title.
Position Details
The Wastewater Collection System Manager ensures high-quality maintenance and repair services through direct supervision of the District’s daily collection system operations. This position serves as the leader of the collection system and is responsible for directing, planning, and coordinating the activities and expenditures to ensure that the work is performed according to appropriate guidelines, policies and regulations.
This position will serve as the collection system Operator in Responsible Charge (ORC) and will ensure compliance with applicable local, state, and federal collection system standards.
Responsibilities
• Lead and manage the operations, maintenance, and staff of the District’s wastewater collection system; supervise operators, including performance management, scheduling, delegation, coaching, training, and conflict resolution.
• Plan, prioritize, and direct daily operations and long-term maintenance activities to meet current system demands and future infrastructure needs.
• Oversee and participate in collection system operations and maintenance, including jet cleaning, CCTV inspection, asset repair, and preventative maintenance, providing technical guidance and hands-on support as needed.
• Ensure proper operation, inspection, maintenance, and repair of collection system infrastructure, including lift stations, force mains, alarms, emergency power systems, vehicles, and related equipment.
• Serve as Operator in Responsible Charge (ORC) and ensure compliance with all applicable local, state, and federal regulations.
• Develop, implement, and manage emergency response procedures; respond to emergency callouts and participate in on-call support as needed.
• Coordinate with the District Manager, leadership team, wastewater treatment staff, engineering staff, customers, board members, and external partners regarding operational priorities, projects, and issues.
• Oversee utility locates and conduct periodic inspections of easements, sewer lines, and access roads.
• Utilize, evaluate, and implement technology and software to improve system record-keeping, operational efficiency, and project management.
• Ensure compliance with safety programs and promote a culture of safe work practices; provide training and oversight for field safety.
• Oversee department fleet management and ensure compliance with applicable DOT requirements.
• Prepare and maintain reports, schedules, SOPs, and system records; support GIS updates and documentation accuracy.
• Participate in management, staff, board, and professional meetings; contribute to strategic planning and stay current on regulatory and industry developments.
• Analyze and resolve operational and personnel issues using sound judgment and collaboration.
• Develop, manage, and monitor the department budget.

The annual salary range for this position is $92,000 to $132,000, commensurate with qualifications and experience.
Required Qualifications
• High school diploma or GED
• Colorado Collection System Operator Class 2 (or higher) certification, required to serve as ORC
• Valid Colorado Class B Commercial Driver’s license (CDL), or ability to obtain within six (6) months of hire
• Combination of wastewater operations experience and progressively responsible supervisory or management experience sufficient to perform the duties of the position
• Ability to read and interpret technical, safety, and construction-related materials, and to communicate effectively with employees, contractors, customers, and regulatory agencies
• Ability to respond to emergencies within a 45-minute time frame
Preferred Qualifications
• Experience serving as Operator in Responsible Charge (ORC)
• Experience with budgeting, capital projects, or development review
• Demonstrated ability to balance strategic leadership with hands-on operational support
Working Conditions
